NEW PALTZ A state of Florida man is facing charges including reckless endangerment after nearly hitting a flagman directing traffic and then refusing to stop. The Ulster County Sheriff's office said at 12:40 p.m. Friday, Nyraine S. Santiago, 32, of Orlando, Fla., was driving on Libertyville Road in the Town of New Paltz when he failed to obey a flagman directing traffic for the Ulster County Fair.
