NEW YORK A federal appeals court revived this month a previously dismissed class-action lawsuit in which an Ulster County trucking company and a hauler with operations in Orange County joined with two other plaintiffs to challenge the constitutionality of the Thruway Authority's toll system for commercial trucks. The 2nd Circuit Court of Appeals reversed a District Court decision dismissing a suit filed by American Trucking Associations Inc., Phelps-based Wadhams Enterprises Inc., Modena-based Lightning Express Delivery Service and Ward Transport and Logistics Corp., of Rock Tavern.
