Ulster County legislators delayed a controversial committee vote Wednesday that would authorize the first stage of an agreement between the county and New York City to lay a trail along the Ashokan Reservoir. The agreement would allow a trail to be built along 11.5 miles of the county's Ulster & Delaware train easement through New York City-owned watershed.
