Mother charged with subjecting 18-month-old child to physical abuse

The Ulster County Family and Child Advocacy Center - which includes members of state police, the Ulster County Sheriff's Office, Child Protective Services and the Ulster County District Attorney's Office - announced Thursday charges against Anne Marie Knapp, 35, of Accord.
