Detectives from the Ulster County Sheriff's Office say they have arrested one of the agency's "Top 10 Most Wanted" fugitives from their list. Detectives say 52-year-old Joseph Paes of Middletown was arrested on Friday for two different warrants, both related to not paying child support.
