According to the Ulster County Sheriff's office, Carl Phillips, 43, of Kerhonkson, was driving a pickup truck west on Samsonville Road shortly before 4 p.m. when he failed to negotiate a turn near the Fischer Road intersection and struck an object on the side of the street.
