Nine months after Ulster County Sheriff's Deputy David Hughes shot a 20-year-old man two times after a car chase, a grand jury has found the officer's shooting was justified, according to Orange County District Attorney David Hoovler. But the attorney of the man shot says that they plan to move forward with civil charges against a slew of public entities relating to the shooting.
