Police and animal welfare agencies have charged a New Paltz man with failing to provide food and water to pigs and goats on his property. The Ulster County SPCA said that its law enforcement division, along with New Paltz police, served a search warrant on Wednesday at the Old Kingston Road property of David Jones, 61, and seized 13 animals - four adult pigs, four piglets and five goats.
