Putnam County Sheriff Donald B. Smith issued a statement in response to a request from Patch to comment on Ulster County Sheriff Paul Van Blarcum's call asking all licensed gun owners to carry arms at all times. "As the residents of Putnam County know, I am a staunch supporter of the right of the people to keep and bear arms in accordance with the Second Amendment of the Constitution and consistent with federal and state firearms laws," Smith said.
