Brighter outlook for Orange

Orange County Executive Steve Neuhaus laid out a 2016 budget proposal on Wednesday that would cut overall spending by 1 percent, stick within the state-imposed limit on property-tax increases and abandon an annual push to privatize the county-owned nursing home that his predecessor, Ed Diana, began four years ago. Neuhaus outlined his $725.3 million spending plan to lawmakers and department heads at the Emergency Services Center with a largely optimistic portrayal of county finances, a sharp departure from the tumultuous debate last year over a $60 million deficit, the potential for massive layoffs and the proposed sale of the 360-bed Valley View Center for Nursing Care and Rehabilitation.
