Ulster deputy's dad IDs him as shooter

Ulster County Sheriff's Deputy David Hughes has been identified by sources and his own father as the police officer who shot 20-year-old Brandon Rifenburg after police said Rifenburg stole a car, led them on a chase, then ran a police vehicle off the road.
