An Ulster County grand jury indicted Seth Lyons of Ulster Park on Thursday on a charge of second-degree murder in the death of Anthony Garro Jr. The body of Garro, 49, of Kingston, was found at an unused railroad underpass at Elmendorf Street in Kingston's Midtown section at 9 a.m. Nov. 29.
