Cuomo calls for lower taxes, better schools

Gov. Andrew Cuomo, giving his fourth State of the State speech at the start of an election year, celebrated the state's fiscal turnaround and outlined a 2014 agenda Wednesday that included proposals to freeze or cut property taxes, revive upstate manufacturing, improve school technology and reward good teachers.
