Ulster County's 2014 budget holds line on property taxes but borrows heavily from rainy day fund

Ulster County residents won't be seeing a rise in their property taxes next year, but cuts to the budget will begin to take place on Feb. 1 if Albany doesn't allow the county to start collecting one percent extra in sales tax.
