The union representing Citibus employees objects to a possible merger of the Kingston and Ulster County bus systems, especially if the combined service is run by the county. Howard Baul, a labor specialist for the Civil Service Employees Association, said Monday that the union "is not on board with giving up control of the city bus system" to Ulster County Area Transit, commonly known as UCAT.
