Newburgh man charged with sex abuse of disabled client

Richard Phillips, 63, was arraigned in Ulster County Court Monday on the charges of criminal sexual act and endangering the welfare of an incompetent or physically disabled person, both felonies, and misdemeanor sexual abuse.
