Zephyr Teachout, the Fordham Law School professor and anti-corruption crusader who waged a strong challenge against Gov. Andrew Cuomo for the Democratic nomination for governor in 2014, announced Monday that she's running for the congressional seat that Republican Rep. Chris Gibson will vacate at the end of this year.
