U.S. Rep. Chris Gibson praised newly elected House Speaker Paul Ryan as someone who will empower rank-and-file members in the lawmaking process, unify Republicans and enthusiastically fulfill the communications role that his title implies. "Paul Ryan is a good and honorable man," Gibson, a Kinderhook Republican, said by phone Thursday as he drove back to New York after the speaker vote in Washington.
