Police say Ismail Shabazz was recruiting members of the Bloods Gang into the New Black Panthers Party in Kingston where he was promoting violence against police. "He hasn't been in any trouble at all for really 27 years and a member of our community," said Ulster County District Attorney Holley Carnright.
