Dry summer triggers drought in region

Typically, Neal Halloran waits until November to buy hay for the 40 cattle and 120 sheep he helps tend at a farm in Goshen. In the spring, summer and fall, the animals graze on grass on one section of farm land, and move on to another when that's depleted.
